The Community Development Commission has approved $5.9 million in TIF funding for the rehabilitation and preservation of the Villa Guadalupe, a 53-unit senior housing community at 3207 E. 91st. Planned by Claretian Associates Inc, the project is located at the intersection of E. 91st St and S. Brandon Ave. Established in 1991 by the Claretian Missionaries, Villa Guadalupe has been a cornerstone in providing affordable housing for very-low-income seniors aged 55 and above, as well as individuals with disabilities.

Designed by Canopy / architecture + design, the substantial rehabilitation of the property is aimed to modernize the facility, enhance accessibility, and ensure the long-term affordability and sustainability of the housing units. The work will both improve building systems and unit quality and align the development with contemporary standards for accessibility, energy efficiency, and aging-in-place design.  

Villa Guadalupe will remain 100% affordable, with 48 of the 53 units designated for households earning at or below 30% of the Area Median Income (AMI), and the remaining units reserved for households at or below 50% AMI. Three units will be set aside for Permanent Supportive Housing (PSH) to support the city’s broader housing stability goals. Tenants will be temporarily relocated as needed during construction through a carefully coordinated “rehab-in-place” model that prioritizes minimizing disruption and preserving community stability.

The $16.4 million development will be funded with the proposed $5.9 million in TIF as well as a $10.5 million IHDA loan. With the proposed TIF funding approved by the Community Development Commission, the funding proposal will go to City Hall to get final approval from the Chicago City Council. 

With Henry Brothers Co serving as the general contractor, construction is expected to begin in Q4 2026 with completion set for Q2 2028.
