The Department of Planning and Development has announced the winner of its RFP for city-owned land at 4301-4337 S. Cicero in Garfield Ridge. Announced by Commissioner Boatright, the winner is a retail development planned by Blackwood Group LLC and GoVest LLC, who responded to the 2025 DPD Request for Proposals (RFP).

Located about one mile from Midway Airport, the project sits at the corner of W. 43rd St and S. Cicero Ave and has been vacant for more than 20 years. The planned, 32-acre LeClaire Courts mixed-use project is located across the street from the site. The proposed purchase price for the .9-acre site is its appraised value of $1 million.

The developer’s plan calls for an 18,000-square-foot, single-story building that will include up to 14 storefronts for potential retailers, service providers and restaurants. Parking spaces for 34 vehicles and landscaping would also be provided as part of the project. When fully leased, the project is estimated to support up to 80 permanent jobs.

“Given its location between Midway and the Stevenson Expressway and its proximity to existing and planned mixed-use neighborhoods, the site’s redevelopment for low-density retail will be a great improvement for this section of Cicero,” Commissioner Boatright said.

The proposal was evaluated based on the proposed concept, as well as the development team’s financial capacity and experience, among other factors.
