A zoning application has been filed for a mixed-use tower at 1200 W. Carroll. Led by Thomas Roszak of TR Management + Consulting, the site has an approved plan for a 227-foot-tall, 485,000 square foot office building by Sterling Bay but the developer put the site up for sale last summer. Located at the northwest corner of the intersection of W. Carroll Ave and N. Racine Ave, the site has been vacant since Sterling Bay demolished the existing industrial buildings on the site in 2021.

Designed by Thomas Roszak Architecture, the revised development plan calls for a 29-story mixed-use tower with 398 residential units, approximately 18,000 square feet of retail space, and 151 parking spaces. To meet ARO requirements, the project will have 80 affordable units representing the required 20% of units.

The project’s design sites the tower at the northwestern portion of the site with the podium reaching south and east. An open space will occupy the corner of the site overlooking the intersection of  W. Carroll Ave and N. Racine Ave. The building is setback from the southern edge of the site to allow for a residential and retail drop-off zone.

On the ground floor, the project’s retail space will wrap around the open space on its north and west sides. The residential entry and leasing offices will face south fronting the drop-off area with the bike room and mail room behind it. Mechanicals will occupy the rest of the ground floor with loading and parking access from the alley behind the building.

The building includes a two-story podium north of the open space and a three-story podium on the western half of the site underneath the tower designed with brick masonry piers and horizontal metal panels. Outdoor amenity decks will top the podium levels and include a pool. Reaching 312 feet tall, the residential tower component will be clad in a window wall system with a combination of glass, gray metal panels, and black metal panels.

To allow for the project, the developer is seeking to amend the existing Planned Development to rezone the site’s underlying zoning to DX-7. According to reports from Crain’s, Roszak plans to close on the purchase of the site by the end of the year. If approved, construction would begin in early 2026 and wrap up 18 months later.
